Bringing Agile Predictability to Traditional Planning

Waterfall
360™

For decades, organizations have struggled with a difficult question: Should we use Waterfall or Agile? At Waterfall 360™, we believe this is a false choice. Why choose between rigid long-term planning and adaptive delivery when you can have the appearance of both?

Modern organizations face increasing pressure to "be Agile" while simultaneously requiring fixed scope, fixed budget, fixed timeline, fixed architecture, fixed requirements, and fixed outcomes.

Traditional Agile methodologies often introduce unnecessary uncertainty by allowing teams to adapt, learn, and change direction based on new information. This is widely regarded as a problem.

Our clients told us they wanted the collaborative ceremonies of Agile without any of the disruptive flexibility. We listened. Then we put it in a 400-page requirements document and locked it.

Our Methodology

Introducing Predefined Agile™

Our proprietary methodology combines the reassuring certainty of Waterfall with the vocabulary of Agile. Every sprint is carefully planned 18 months in advance, ensuring maximum adaptability within approved boundaries.

01

Sprint Planning Elimination™

Why waste valuable time planning each sprint when you could be executing against plans that were finalized before your current team was assembled?

All sprint plans are generated during the initial 400-page requirements phase and remain unchanged throughout execution. Teams are empowered to choose how they complete each task, provided they complete the pre-specified task in the pre-specified way within the pre-specified timeframe. This is what we call Structured Autonomy.

02

Agile Requirements Locking™

Requirements are continuously refined until development begins. After that, they are permanently preserved for historical integrity.

This creates a living record of what the business wanted in Q1 of last year — a document of genuine archaeological value that the team refers to as "the spec" and the business refers to as "not what we asked for." Both are correct. Neither is actionable. Waterfall 360™ calls this Stakeholder Alignment Achieved.

03

Dynamic Fixed Scope™

Our innovative approach allows stakeholders to request changes at any time. Requests are automatically scheduled for a future release that never impacts the current roadmap.

In practice, this means the current roadmap is never impacted. Future releases accumulate a backlog of deferred change requests that will be addressed in the next planning cycle, which will produce a new fixed scope, which will generate new change requests. Industry analysts describe this as a feedback loop. We describe it as perpetual engagement.

04

Continuous Sign-Off Delivery™

Every feature requires approval from all stakeholders, ensuring no decision can be made accidentally.

Our platform routes each approval request to a pre-configured list of decision-makers, each of whom has delegated authority to the next person on the list. Average approval cycle: 6–8 weeks. Average feature value decay over that period: measurable but not tracked. The important thing is that everyone was consulted. Several of them even responded.

Delivery Cadence

Waterfall Sprints™

Traditional Agile teams complete work in short iterations. Waterfall 360 teams complete documentation in short iterations. This creates the experience of rapid progress while maintaining enterprise-grade certainty.

Sprint 1–3: Requirements Documentation

The team sprints through producing documentation for requirements that were already documented. This creates a second, more current document that contradicts the first in ways that will not be reconciled until Sprint 14.

Sprint 4–6: Architecture Documentation

The architecture is documented. The architecture review board schedules a review. The review is rescheduled. The architecture is re-documented to reflect the expected outcome of the review. The review finds minor issues. They are logged.

Sprint 7–11: Development

Development occurs. Change requests arrive. Change requests are logged. Development continues against the original requirements. Developers are described as "resistant to change." This is considered a performance issue.

Sprint 12–∞: Testing and Sign-Off

Testing reveals gaps between the original requirements and current business needs. Gaps are documented. A decision is made to ship anyway and address gaps in Phase 2. Phase 2 is added to the roadmap. The roadmap is locked.

Strategic Goal Management

Never Miss an OKR Again™

Many organizations struggle to meet ambitious objectives in a rapidly changing world. Waterfall 360™ eliminates this uncertainty entirely.

Unlike traditional Objectives and Key Results — which introduce unnecessary ambition, measurable risk, and the uncomfortable possibility of learning something — our proprietary Outcome Kept Reasonable™ (OKR) Framework takes a different approach.

Our AI-powered Objective Generation Engine creates OKRs directly from approved project milestones, ensuring strategic alignment from day one and transforming every roadmap into a measurable success story. When objectives are derived from predetermined deliverables, success becomes not merely possible — but scheduled.

BEFORE

Traditional Objective

  • Increase customer engagement by 25%
  • Reduce onboarding time by 50%
  • Transform customer experience

These objectives imply the possibility of failure. We consider this a design flaw.

AFTER

Outcome Kept Reasonable™

  • Successfully complete Phase 2 Customer Engagement Enhancement Activities by Q3
  • Deliver the Onboarding Time Reduction Initiative according to the approved roadmap
  • Present a Transformation Roadmap to the Steering Committee

100% OKR completion rate. Guaranteed.* Measured quarterly. Reported upward. Celebrated sincerely.

*Objectives generated after roadmap approval. Success is defined as completing the roadmap exactly as originally planned, regardless of changing business conditions. The scenario in which an OKR is not met is not supported by the platform.

Reporting Suite

Executive Dashboard™

Track the metrics that matter. All metrics trend upward automatically.

Alignment Score™

Measures how many people have been told the plan. Not whether they understood it. Not whether they agree with it. Whether they were in the room when it was presented.

Transformation Velocity™

The rate at which transformation language enters organizational communications. Entirely independent of the rate at which anything actually changes. Currently trending at an all-time high.

Sprint Confidence Index™

Team confidence that the current sprint will complete on time, measured at the start of the sprint. Correlation with actual completion: not yet established. Trending positive.

Strategic Synergy Quotient™

Proprietary composite metric. Formula is confidential for competitive reasons. Consistently high. Available in the executive summary. Not available in the appendix. There is no appendix.

Percentage Agile™

The proportion of processes that use Agile terminology. Not to be confused with processes that are actually agile. Industry benchmark: 78%. Our clients average 94%. The other 6% is legal.

Outcome Reasonableness Rating™

Measures how reasonable the outcomes are. Outcomes generated by the Objective Generation Engine score 100% by construction. Manually entered objectives are flagged for review and optimized accordingly.

Predictive Success Certainty™

AI-powered forecast of whether the project will be declared a success. Currently 99.7% across all active engagements. The remaining 0.3% is in legal review and will not be discussed at this time.

Roadmap Compliance Excellence™

Tracks how closely delivery matches the original roadmap. When delivery diverges, the roadmap is updated to match delivery. Compliance is therefore maintained at 100% at all times. This is a feature.

FAQ

Frequently Asked Questions

Answers to the questions we receive. Questions we do not receive are not listed here.

Q

Is this Agile?

Yes. The word "Agile" appears throughout our documentation, our sales materials, our onboarding pack, our executive summary, and the name of our proprietary methodology. We consider this sufficient.

Q

Is this Waterfall?

Also yes. We find that clients are more comfortable when we do not dwell on this.

Q

What if priorities change?

Our Governance Acceleration Council™ will review your request during the next annual prioritization cycle. The Council meets in November. Submissions close in September. September is in the past. Your request has been logged for next year.

Q

How do you measure success?

Success is defined as completing the roadmap exactly as originally planned, regardless of changing business conditions, market shifts, new regulatory requirements, leadership changes, or the product being demonstrably wrong. The roadmap is the source of truth. Reality is a stakeholder input.

Q

What if we fail to meet an OKR?

This scenario is not supported by the platform. If you are experiencing this scenario, please verify that your OKRs were generated using the Objective Generation Engine and not entered manually. Manually entered OKRs carry inherent ambition risk and are not covered under the standard engagement.

Q

Our team says this is just Waterfall with extra steps.

That is not a question. Your team has been logged as a potential adoption risk. We recommend a targeted alignment workshop, which can be scheduled as part of the Phase 1 Discovery engagement and is available as a fixed-scope, fixed-budget, fixed-timeline deliverable.
